Unhappy Diploma Matters

Hello all, I'm a fresh graduate (YOG 2014). I would like to register for step 1 as a graduate but, unfortunately, due to problems in the ministry of education in the country, diplomas will no longer be issued until further notice.
Instead, we will be granted with a paper says we have finished our studies and fulfilled all our educational obligations for the university.
My question is- can this paper serve as a sufficient substitute for the diploma when registering for step 1?
