Scheduling Permit for Step 2 CK

I have paid the fee for Step 2 CK about a fortnight ago but I have not yet received Scheduling permit.
The photocopy of my medical degree has been forwarded by ECFMG to my Med School over two months ago, but it has not yet reached the school. Is this the reason for delay in scheduling permit.
Looking for advice ...

Yes, this is the reason.
Few months you were supposed to receive the scheduling permit before validating your medical education credentials. Now, you cannot get until you have your credentials papers complete.
Two months is quite a long time but the ECFMG will not resend the forms until three months pass since the initial sending date.
