You need 2 things to sit for the step 1:

1. approved 186 form

2. Scheduling permit

Once you have that and you scheduled at prometric your appointment, you're all set. Verification of credentials takes a long time, so they are permissive for that, you could even apply to another exam, without it. At least, that's what is happening lately.

Of course, takes about 3 weeks +- after they notice you that they received the 186 form, to approve it if you did the procedure correctly.

So approx 3 weeks after they receive it you will receive an email from ECFMG approving your 186 form.

Takes a couple of days, or a week after that email, for them to send you a scheduling permit via email.

If you want to know what's happening with your application, go to your oasis account, and go to the USMLE application information. You can see there if they received it, if they approved it, or if it's under processing. Good luck.

Do the complete procedure as if you had your diploma, except, that instead of the diploma you should send this letter:

If you are a medical school graduate when you submit your first exam application, your credentials must be submitted with this initial exam application. If you have graduated and met all requirements for your medical diploma but your medical diploma has not yet been issued, a current, full-face, passport-sized, color photograph and a letter signed by your Medical School Dean, Vice Dean, or Registrar must be submitted with your exam application. The letter you submit must be the original document and must be written on your medical school’s letterhead. The letter must include the following statement:

This is to confirm that [applicant name] has graduated and completed all requirements to receive the [degree title] degree from [medical school/university name]. The degree will be issued [month and year].
You must then send your diploma to ECFMG as soon as the diploma is issued.

If you graduated from medical school and do not submit your medical diploma or a letter from your medical school, as described above, and these documents have not been received previously by ECFMG, your exam application will be rejected.

If you are unsure about why they rejected it then you should contact ECFMG and talk to them about it. They will advice you on why and what you should do.
Mine got rejected few days ago because I made a mistake in my transfer credits and when I called them they explained it to me. Also I was asked to do the online part again. The rest I don't have to worry about. Plus I had to pay $10 the second time when I did the online application not 780.
