Certificate Translation must be in home country!

hi forum members,
one of my friend is planning for USMLE in January 2013, he is however in another country away from his home and than that of his medical school country. He wants his degree to have an official translation, does he have to come to his home country for translation of his degree (by his home country people only) or he can do it on the country he is living right now?

No. He does not have to go to his home (or medical school) country.
