Dollar Sign Exam Fees, what's next

First applied to ECFMG for USMLE, I've already got Scheduling # & CIN #.
But 'cos of H1N1 , I cancel
registration for H1N1 outbreak.
Now those numbers couldn't be used.
During my application, the exam fee haven't changed.
Being an IMG outside
the United States and Canada , I have to pay International Test Delivery Surcharge. Now the exam fee has been changed
to 740 US$. I've got the refund from ECFMG into my account.
If now I apply for step one what the application procedure will be ?
Is that the same as first time ?
How much need to pay for next application ?
The amount I calculated = 55 US$. Am I right ?
What about the procedure of application ?

So your application was expired and canceled and you need to apply again?

Default Apply again means need to start from form 186,344...?

But I've already got USMLE / EFCMG ID.

Go to your OASIS account https://secure2.ecfmg.org/emain.asp?app=oasis
Login with your ID and password and then on the left side click on USMLE Application Status.
See your exam processing status, what is mentioned there?

Certification of Identification Form
Processing Status: Accepted
Validity Status: Valid
USMLE Exams
Processing Status: Waiting for Certification Statement/Certification of Identification Form

That's all.
This means your application has been nullified and you have to apply again paying the "whole" fees. But they won't ask you to fill form 186, 344, or 345 this time as your certificate of identification is valid.
Go to IWA https://secure2.ecfmg.org/emain.asp?app=iwa
and apply again
