Default Is It possible to get a certification in this case?

Hello, I am a Neurologist in home country and I am planning on participating in a clinical fellowship in the USA next year.
I completed the Step 1 of the USMLE in October of 2006 and am planning to take Step 2 this year.
However, the rules state that both Steps need to be completed within seven years. If I take Step 2 this year, I will miss the 7 seven year grace period by a few months.
The questions I have are:

Can I still receive my certification in this case?
Does each hospital have a different policy regarding this matter?
Do I need to or can I extend the 7 year grace period?
Or will I have to repeat Step 1 of the USMLE?

Aside from these questions I would also like to know how important are the individual scores for entrance into a program?

YOu will not. You will need to take the Step 1 again along with ck and cs
