Default Research in San Franciso?

I am an IMG, yet to take my steps but currently preparing for them.
I am hoping to apply for Match 2017 and while I am studying for my steps, I want to do something productive in order to build my CV.
As I have been reading in the forum that USCE is considered extremely important when applying to residency, however all these rotations become quite expensive if they were to be continued for months.
I am interested in getting involved in a research in US, preferably in San Francisco as I have family there and itís convenient for me in terms of accommodation. I have been told that observerships/externships are banned in California for IMGs so unfortunately doing a rotation in San Francisco is not going to be possible for me.
So I have been thinking of volunteering for a research, however I have no idea how it works or whom to contact for it. I am not currently in US. I have been checking some hospitalís websites but havenít really found any information to get a research opportunity.

Can anyone kindly guide me regarding this?
