Stop 5 days rule of Rescheduling ?

Hello
My exam is on the 12th of August. I know I have to do it 5 days before or I'll pay more than 300 $.
My Qs is when is my last day? and the time is it EST or local time?

ex: I want to reschedule on Tuesday 10 pm local time, would it be safe?

you can do it whenever. Everything is in eastern time. But the question becomes, why would you want to wait so long? why not do it the day before not an hour or so away from the 5 day mark?

Thanks a lot for answering, I already changed it. I was hesitant cause I wanted to take UWSA last minute before changing the date but I felt I didn't had enough time.
