Help Time needed for full USMLE Steps!

Hi, this is Samin,
I am wondering about a question stuck in my head. If a foreign student takes his step1 in June and then passes all the successive steps (step 2 CK n CS), how much time will be needed for him to meet the Match?? I mean before what time, he must complete his CS and when he can apply for residency.
Finally I m not sure about September deadline. What is that really?? Does that mean September 1 is the deadline to apply for residency match??or what??
Please, Let me know about this.
It's kind of very important for me and some of my friends.
