Can an IMG join surgical program??

Dears,
Am an IMG considering taking the usmle exam and move to US, but what is stopping me from doing it is that I like surgery so much and I heard that surgical programs are reserved only for the American citizens, is that true :(? is it difficult or is it impossible for and IMG to join surgical program? what if I got the American green card or the citizenship? will it be easy for me to join surgical programs?

There's nothing impossible. But it's for sure very difficult.
Having green card of citizenship will not help but having US clinical experience such as observership, research, externship, attending surgical procedures, ...etc all help.

Matching General Surgery Categorical is easier than Surgical sub-specialties.

Yes you have a chance

If you check last year's Official NRMP Match results
You'll see that out of 992 IMGs applied to Surgery (Categorical) , 236 were successfully matched. This is 23% success rate which is not bad at all compared to other specialties.
Moreover, there are many IMGs who were pre-matched and there stats are not included the official match results. So the percentage is even higher than this.

Your Green Card or US citizenship is definitely a plus in you application.
