Mail Dean's letter in a sealed envelope

I have some questions regarding this topic....I am an IMG and my university never heard/did a dean's letter; the people who succesfully got a residency position in US, wrotte the letter and the dean hapilly sign it. I am in the same boat: I used a template, I describe very briefly some things which I did when I was a student and I sent an email with the word document to the dean's secretary; the dean looked at the paper and signed it.....my question is here and I have 2 options:

1. to get the dean's letter in a simple envelope and later I will send it to ECFMG(in this case I will be able to see how the letter looks like after it got signed)
2. to get the dean's letter in an oficial envelope which will be sign and stamped in 4 corners; this unopen envelope I will later send it to ECFMG and in this case I will not be able to see how it looks like after it got signed

please guys I need help cause monday or tuesday somebody will go and pick up the letter and I don't wanna do it again if something is wrong. Thanks to anybody who's willing to help.

Try to have a look at it before it's sealed, like ask the person who will pick it up to scan it and email it to you and when you approve it that person can go back to your college and get it sealed by them.
