Default Guidance and Advice Appreciated


First time posting here and I apologize if you've answered questions like this several times already.

I am an IMG from an EU medical school and I am also a US citizen. I graduated in Summer 2015. I am planning to apply for the match in September 2016. I have okay to good clinical grades. I currently have not taken any steps yet but I am taking step 1 in January and CK and CS in Spring.

My main concern is that I have no USCE and 0 LORs from US doctors. Although I have 2 good LORs from my doctors from my Uni. I did not do any of my clinical rotations in US. I have no publications or research. I have not taken any externships/observerships.

I want to apply for IM. What are my chances without any USCE or LORs from US doctors? Is it worth to even apply, even if I get stellar scores on my steps? Also are there any places I can get USCE/LORS during spring time of 2016 with short notice and also without having completed all of my steps?
