Default USMLE Step 1; Medical University of Sofia, Bulgaria; Form 186 not signed by the university

Hi, I'm a 3rd yer med student the medical university of Sofia.
I ll be taking step 1 hopefully this fall and I ve just completed the online part of the application. Now need to get form 186 signed and sent to the US by the university. I was hoping to get that done today but didnt expect the set-backs that were gonna come my way!
The university is listed by the ECFMG as affiliated and 'recognized' to provide the signature.
So walked in the office with a couple of friends who are going through the same process and we did not expect what came our way (foolishly thought everything would goo according to plan).
The 'rector' (person close to the Dean) told us that the university will basically refuse to sign and put a stap on any kind of form that they don't know about. I tried to explain for a good 30 mins what the whole thing is about (Why this form needs to be signed, that the person respoinsible for it will know what it is, what the entire process is like, even what the usmle essentially is and much more) Ofc the guy refused to listen to me and kept saying that he doesnt care why I need this or anything else and told me that the only officially signed form I can get is one specific paper printed and signed by the deans office stating that I am a student of this uni.
After I tried to explain that since the University is listed by the ECFMG as one that can provide this signature on the form he started making fun of me asking how long I have been working at this uni, as I seem to know so much... this was it! I gave up trying to explain as he only wanted to scare us away and obviously wouldn't help at all!
Went to the deans office, asking to right an official letter to the Dean asking him if he knows who the person responsible is. The secretary recognized the form (186) and told me that she knows what to do... I trusted her till she basically told me that she ll give me the same form that the previous guy was talking about.
So tmr I m gonna have that form signed by the university verifying that I am a student of this uni but still they are refusing to sign any other kind of form.

My friend found out that it's actually possible in this case to go to the american embassy and get the form signed there!
Hopefully all will be okay and the people there will know what to do!
Anyone know how the entire embassy process works? Who is the person we should ask for at the Embassy? And should we have a notary with us?

Any info would be largely appreciated!!

Hello there, Firstly i hope you got your form 186 all sorted out. Secondly, myself also being a graduate from Sofia medical university, applying for ECFMG registration now, is kind of worried about it. Did the officials(The Dean or The Rector) eventually signed it or you got it done through Embassy? Lastly, would like to tell that i am on a visitors visa in Bulgaria and would really appreciate it if you could answer my query. Thanks a lot in advance.

Hi!
Well, it didn't go well! Noone was able to sign as the rector is away and replaced by someone not affiliated with ECFMG. Also I was asked for an obscure amount of money in order for them to even try and sign it properly! Of course I wouldn't pay for something like that. So now I have put on hold at least for now as the option of doing it through the embassy is not for me (you need to have graduated to do it that way). But I m guessing it would definitely work for you since you've graduated! Where are you from, if I may ask?

I would like to Thank You for answering my query in such a short period. I do really appreciate it. Taking your advice, would rather get my Form 186 signed by a consulate in Embassy than waiting for it to be signed by the officials from the University. I created my USMLE/ECFMG identification number today, so have to wait 5 days for their confirmation and will be starting my process from then on. Is Medical University of Sofia EMSWP verified? Do i need to send my application to ECFMG on behalf of the college or myself if it gets signed by a consulate in Embassy? Sorry, for bombarding you with so many questions, should say the registration process appears quite complicated and our university doesn't help in making it any easier either. I am from India. Thanks again.

Being so much preoccupied by stress around me, am really sorry for not even acknowledging your current situation. I am really sorry for what happened with you and as a result of it, you had to put your registration process on hold. I hope the people responsible for it had a sense of how important time is in life of a Medical Student. I hope you get done with your documents asap and be able to appear for the Step 1.

I m happy to help! I don't think I m gonna be able to take the exam at all to be honest! People at uni dont care to help at all and noone actually aknowledges the importance of the exam or what it represents! From what I know you pshould be able to do it by yourself through the embassy and you wouldn't need anyone from our uni to get involved. That said the uni is affiliated but noone seems to be responsible for this particular form.
