Default Radiation Oncology Fellowship

I'm currently doing my Radiation Oncology residency in India which will end in March 2019. I wrote my Step 1 towards the end of 2015 but could manage only 202 because of poor preparation. I'm not interested in doing Residency and wants a fellowship post my residency in India.

Is it possible to obtain a fellowship in Radiation Oncology if I continue with Step 2 and then Step 3?

Any advice is welcome. Thanks.
