India Have to return to India after Residency!

hi guys... sorry to post a random qs here... but is it true that we have to come back to india when we finish our residency and stay for a yr to get a noc or something and only then we can secure a job in usa?? i heard this from someone and i have to say i have never heard of this before?? can anyone verify if this is true??

as far as i know, thats not true.

some issue came up few months regarding J1 visa holders, but i believe it was just a rumor

Yes, you have a two year Home Country Condition on your visa if it's a J-1.
However, there are jobs in the US under the under developed areas that can help you get a Waiver. You need to serve in that area for a minimum of 2 years depending on your employer.
Otherwise, Govt of India has stopped issuing NOCs and the only way you can go back is if you are in India for 2 years - this does not mean you have to be OUT OF USA - It's IN INDIA. I know of people who went to Canada and thought they were through, but had to go back to India.
