Default Great confusion about elective selection.../ Please need some advices..

Hello... everyone.../ I am a final year medical student of one Govt medical college of India.. I am having a Greencard.. so i will have to renew it by visiting US after completing final year.... My parents are living in chicago.... So i am thinking to apply for an elective in any of the chicago university.... i haven't given any steps of usmle...

Found out 3 main universities...
Northwestern university (can't afford.. 1000 dollar application fee)
Loyola university (In stricht school of medicine)
University of Illinois college of medicine

I have searched with the help of Extramural Elective Compendium of AAMC site.... And the latter of two are not having that much charges and requirements....

But when i went deeper to these two... they are showing that they accept application coming through the GHLO member institute.. (Globle Health Learning Opportunities- service of AAMC).... and obviously my institute is not being a member at present... GHLO is one service through which one has to apply for elective which charges 45 $ per application....

So... now...

What should i do...?
Should i request my government college to be a member of GHLO...?
Is there any other way to apply for this universities....?
Is there any special facilities regarding elective admission for IMGs having greencard?
Or is there anyother alternative of elective to attempt, as i will need to go again and i do not wanna waste travel cost....?

Ya....having same problem. .Does anyone have any clue regarding GHLO?????...please answer asap...!?
