Question USMLE Attempts after 7 year expiration!

Do usmle attempts count even after first 7 year period is over?? one of my relatives passed both steps in 2002. then due to some family matters, he could not take residency path.. now after 7 years, he again did both steps and got 94 and 85...so what will be his attempts??? 1st attempt or 2nd attempt??........

If he pass initially and subsequently on the first attempt then it would count as first attempt.

The ECFMG might report the previous attempt but it would be understood that he took the exam again not due to failure but due to expiration.

Am not sure. But I think that any failed attempt will be reported to residency programs even if it was an expired attempt.
