Default Mccee statement of need

Does anyone know FOR SURE if you no longer need MCCEE for a statement of need??
As in know anyone who received J1 visa this year without having taken a MCCEE.

The MCCEE exam is not needed for the J1 Visa for USA Residency. Read more details below:
"Dear Medical Student / Doctor:
The following changes have been made to "Category B". [This category is comprised of students and graduates of schools outside Canada and the United States.]
1. Proof of pass in the MCC EE is no longer required for new applicants, and other examination requirements are no longer required.
In effect, the applicant will be completely responsible for ensuring eligiblity for medical licensure in Canada. ( requirements here: http://www.cpso.on.ca/policies/polic...t.aspx?ID=2354). USMLE is considered equivalent to the MCC exams.
2. Proof of residence in a province or territory is no longer required.
In effect, the applicant does not have to prove they live in Canada.
3. An Action Plan for medical licensure is no longer required.
In effect, applicants can consult the licensing authorities directly.
4. Registration with Health Force Ontario or Health Match BC is no longer required.
In effect, applicants can contact physician recruitment agencies directly.
5. The List of Needed Specialties is returning to a pan-Canadian list. *
In effect, the proposed training must appear on the List of Needed Specialties. If not, applicants can contact the province directly.
* Quebec will continue to support only those doctors who will return to Quebec to practice medicine.
The 2013 list determines which fields of medicine will be eligible to receive a Statement of Need. If the desired specialty or subspecialty is not on the list, the applicant must contact a provincial representative directly to ask for endorsement before submitting their application to Health Canada.

I am Permanent resident of Canada ofcourse an IMG so i no longer require to do MCEE inorder to get J1 ?
