Default Question regarding J1 Visa

Looking at some of the program requirements... a good majority of them mention that "we don't sponsor visa, but accept J1 visas sponsored by ECFMG".

So does that mean we can apply for J1 visa through ECFMG even before getting accepted into a residency program (seems far fetched but it would be nice)...

OR... do we apply for it AFTER getting matched into a residency program (which doesn't make sense because most wouldnt accept you unless you already had J1... right?)

I'm a canadian citizen. I dont know if that makes any difference in the level of difficulty or easiness in obtaining a J1 visa.

really? no one else here needs J1 or has acquired it during or before the process of matching?

You apply for J1 Visa at ECFMG after you matched.
