Default Finalizing more LORs than needed

Fellow IMGs ! I have a question

I am waiting for 2 LORs from US doctors, and I'm afraid it will take some time before they are uploaded to the post office. I also have 3 letters from my home school (planning to use 2 of them). If I finalize the third home letter (as a safety measure) but then never use it, is that okay ? In other words, can programs see that we have finalized letters that were not used ? Does it matter?!

You can finalize as many LORs as you want. Then you can pick which LORs you want to assign to programs.
