Default Have not heard from a program you want? Consider e-mailing the director.

I have had two colleagues whom have e-mailed a program director and received an interview after initially receiving no interview offer. Do not underestimate the power of showing initiative.

Thank you for the tip.

Would these come under the umbrella of "courtesy interviews"... Which are merely a formality (sometimes) such as the ones you attain from connections or home program.
I know and understand that any kind of iv is good and you have a fair chance of making it but... Just curious.

I am not sure whether they have received pre-match offers. I have to think that interviewing (even if as a courtesy by the director) increases the potential for a match offer. I worked with an FM / IM applicant that e-mailed nearly fifty program directors (average grades and scores) and received 5-6 interviews. I think her display of initiative likely led some directors to give her a chance. Scores and experience are important, but equally important is drive and convincing the program director that you are more passionate about his/her program than the next applicant.

I've heard that it's not a good idea to email the PDs directly. They said it's always safe to email the PC first. But most of the time, PC won't response because of the large volume of emails they receive everyday.

I think this is a situation with greater upside than downside. I do not have enough experience around contacting PC's versus PD's. I can certainly appreciate your point that you want to respect the hierarchy within the program by not contacting the PD directly. I think each applicant has to make that decision. Regardless of whom you should contact, remember the Wayne Gretzky saying, "You miss 100% of the shots you don't take."
