Although it may be very difficult, taking step 3 and doing well on it (230+) would be the best bet. A student from my med school was in a similar situation, took step 3, did research, volunteered, had an extra observership, etc. She got a few interviews and matched the next year. When she wrote about her experience, she said the only thing that mattered was that she took step 3 and did better on that exam than step 1/2. According to her, all of the interviewers were very impressed especially since she did it without residency experience. It's also comforting for programs to know you won't fail that exam in residency (jepordizing their reputation/accrediation), especially in your scenario where you are borderline passing. Good luck
