Listening fellowship in usa

hi, i am an IMG. my year of graduation is 2005, my scores are 95, 93 and cs first attempt. i dont have any usa experince. so i dont see that i will get a residency in usa .
i want to know about my chances of getting fellowship in usa , without doing residency. can any one guide me? i am planning to appear in step 3 next year.
i am currently working as a fellowship trainee in my own country i.e. pakistan. can someone tell me that is there any chance that i can get fellowship in usa without doing residency and how? i searched the website nrmp.org . i tried applying for fellowship on that website but they asked me where i am doing my residency or have i completed my residency which i have not done.
please guide me , anyone.

Your scores are amazing, you can definitely get a residency in US. Why that pessimistic?!

i am pessimistic because of two main reasons,
1. its been long since i graduated and every program asks for graduation less than 5 years ago and a lot of people seem to get 99 these days and my scores seem very less in comparison.
2. no usa experience.

can you please guide me if i have a chance?
