Illinois State of Illinois application (2 years within graduation)

I wanted to apply to a hospital in Illinois, so I sent them an e mail, they replied with the following:

"The licensing agency in Illinois requires that applications for temporary physician licenses be filed within 2 years of graduation from medical school, or 5 years with continued clinical activity and/or Continuing Medical Education (CME) credits. If you are not sure what qualifies as continued clinical activity or CME credits, or if you have another other questions about licensure eligibility in Illinois , please call IDPR at (217)786-0800 or visit their website at: www.dpr.state.il.us."

I checked their website, the page that contains the requiremtnt for temporary licensure "could not be found". So if anybody knows about this issue, please respond. Do I have to be a fresh graduate (less than two years) to be illigible to apply for a residency in Illinois? And does residency in another country considered as clinical activity?

My friend (who has over 8 years since graduation) was accepted in a Chicago program last year.

So am not sure if this is a new rule.

Give them a call!
