it is in regard to ROL / internal medicine residency programs. which program is better so i can add higher on my list

In terms of location I vote Baltimore, DC is like an hour far a lot to do there in your spare time, NYC is like two hours far, the city is considered expensive though.
I got no input on how strong the program is? nor how to compare it to the other one since IM isn't within my field of interest.
