Default Lack of ECFMG certification

I wanted to know how much lack of being ECFMG certified hurts your chances. I won't be ECFMG certified because my credentials won't be verified by Sept 15 probably would be by november. I am a 2015 graduate and have decent but not outstanding scores in the steps and applying to IM.

Answer in a nutshell: it is hindering factor
Some programs don't require ECFMG certificate to invite for the interview, but many of them do
Still, I would try to apply nonetheless. In a worst case you'll just lose a couple grands for fees, but there is always a chance for interviews and successful match.

I have spoken to Program Directors in the past regarding ECFMG cert. As far as it goes for Caribbean applicants, they do no care much. I have friends with 15+ interviews and they graduated late in the March-April time of that match year.

As far as it goes for people outside of the Caribbean system I don't know.

Thanks you for your replies. Thing is I am not a carribean grad nor a green card holder. Another problem is that if it were just a couple of grand it would have been no problem but we all know there is much more money involved than that. Another thing I wanted to ask is that was it only last year due to the late reporting of step 3 result after the match that community programs werent calling fresh grads without step 3 already in hand at the time of interview or is it a norm?

As previously stated, you will have to look for programs that do not require the ECFMG Certification at the time of application. There are plenty of programs that do not have this requirement, you will just have to put in the research to find them. If you can get a visa in order without the help of a program, that would help you as well. Many many students are in your positions, so this is not a new situation. Just make it clear that your ECFMG Certificate is pending.

With regards to your other question, while a passing Step 3 score is attractive to programs for many reasons, most programs won't withhold an interview for that reason alone unless you are applying for an H1-B Visa without the Step 3.
