Romania Applying just to H1b visa programs

Hi!
I'm preparing a list of programs who are ready to sponsor H1b visa.
My question is: is there any reason for me to apply ONLY to that programs (if i have passed all 3 steps) or should I apply to programs who don't sponsor H1b too?
My results are:
228/242/pass/226/2012 YOG/2mo US observership/3mo US volunt/3 US LoR/US BLS active/3 home country pubs/3 years home country residency in Cardiology /1.5 years home country research

You SHOULD apply to programmes who dont offer H1b. Period!
Its better to apply broadly then to miss out good programmes just because they dont offer H1b.
