Default Acls/bls/pals?

I have a question here.
Is ACLS/BLS/PALS certification a must prior to residency? Or irrespective of you having a certification, they would make you repeat it when you begin your residency? In that case, why does ERAS ask for it?
If it is a must, what does ERAS mean by certified for ACLS in the USA? Is a AHA approved course outside of the USA valid?

I also have a question on LORs, would be great if someone can answer this s well.
I understand that most programs require 3 LORs. Now I have 2 waived ones from pediatricians in the US.
For the 3rd, please let me know whats best to use.
-waived LOR from my school Head of Department of "Medicine"
-a LOR from a resident I worked closely with in the US who knows me really well and is now a board certified pediatrician himself too.
Does a resident's LOR have any negatives?
