Default Applying in the state of NY

I was wondering how applying for residency, getting training and licensed works in the state of NY if your school is not on the following list:

American University of Antigua, Antigua (June 2006)
American University of the Caribbean, Cupecoy, St. Martin (March 2003)
The Autonomous University of Guadalajara, Guadalajara, Mexico (March 2000)
English Language Program, University of Debrecen, Medical and Health Science Center, Medical School, Debrecen, Hungary (December 2005)
English Language Program, Medical University of Lublin, Lublin, Poland (September 1999)
English Language Program, Medical University of Silesia, Katowice, Poland (June 2000)
Fatima College of Medicine, Manila, Philippines (June 1988)
International Health and Medicine Program, Ben Gurion University of the Negrev, Beer-Sheva, Israel (February 2002)
Kasturba Medical College, Manipal, India (April 2005)
Medical University of the Americas/Nevis, Nevis, West Indies (March 2006)
Ross University School of Medicine, Roseau, Dominica (October 1999)
Saba University School of Medicine, The Bottom, Saba (August 2005)
St. George's University School of Medicine, St. George's, Grenada (January 1987)
St. Matthew's University School of Medicine, Grand Cayman, Cayman Islands (April 2004)
Technion Israel Institute of Technology - Technion American Medical Students Program (TEAMS), Haifa, Israel (July 2014)

My school is not on the list but I know there was someone from my school that matched into a program in Brooklyn. Can anyone shed some light on this?

Who says you can't apply for residency if your school isn't on this list?

Actually you can apply, but if you're not on the "list", does it imply you can't get licensed in the state?

I think the rule is that you can't apply to programs in NY if you have done more than 12 weeks of electives outside the curriculum of your parent medical school, unless you belong to one of these schools mentioned in the list.

I went to the AAFP Family Med Conf this year and met a resident, program coordinator and PD in this one program in NY. The PD and I spoke for some time and he told me he would love to have me in their program, etc. I then told him what school I was from (none of the ones listed) and he got on the phone and asked his secretary to send him the list of schools that are approved in the state which are the ones I copied and pasted above. He then told me they unfortunately don't take any students who can't get licensed in NY and from what I understood anyone who isn't from the schools listed can't get licensed in that state? I don't know. However, I have a friend from my school who matched in Brooklyn. He told me that everyone in his program can train in NY but can't work there/get licensed there after. Does anyone have any information on this stuff?

that program director is wrong completely. for residency you can apply to anywhere in ny state from any school for residency. the only states which have restriction is california which demanding PTAL letter for all residency in california only. if i were you i would go back to him and ask sir can you please verify for me once more. if you know pd really and he took that much chance to find out it means he likes you lot so go for it and don't give up
