I have the same question, in my case my school already verified the credentials via EMSWP. Can anyone shed some light that whether we should wait to be certified and them apply or apply without it?

I check with 70+ programs, most of the places that states ECMFG certification required, actually require ECFMG verification( step 1 , 2ck, 2cs). However, there are always exception, you have to mail each program and ask specifically about interview invitation and ECFMG certification.
Most of the programs require ECFMG certification in order to rank you.
I think that it's gonna be a dramatic mistake not to apply in the September when you have your steps ready.
