Default Minimum score requirement and cutt off grad year

hey guys, if some one has score 3-4 points below minimum score required to be considered for an interview, is it advisable to apply in that program or not? also if the program has 5 yr limit for graduation, can i still apply for that program?

Sorry, I don't understand. If the program clearly states their requirements, then why would you apply there if you don't meet their minimum requirements. A lot of programs say their minimum is for example 205. But if you get 203 on an exam, then you shouldn't apply there because its just a waste of money and they will filter out your application. If they say 205 is minimum, they will usually get a lot of applications with higher scores so even if you have 205 and meet their requirements, your chances are still low. Correct me if I'm wrong because I filtered out a lot of programs because I didn't match their requirements by 4-5 points.
