It is a managed scramble, it means you will apply through ERAS to 30 unfilled programs (the number of programs you can apply to is not yet final to be announced later by NRMP), you and the program should make a deal only through NRMP, so either you accept the offfer or you decline, once you accept you are matched and you are out of the SOAP and once you decline you can't apply again to the same program in the same SOAP season. You can receive more than one offer at the same time so you can choose however there is a time limit for you to decide.
Kaplan has a free live web seminar regarding SOAP on Monday, March 5th. I think it starts at 7PM EST. It might be worth checking it out. I can't say how useful it'll be though since in reality, no one has been through it yet so who knows how it will go. I'm sure you can find info on their website about signing up.
