Default Step 3 BEFORE Residency

I understand Step 3 exam can be attempted by any IMG after ECFMG certified (Step 1, Step 2CS and Step 2CK).

As per USMLE website,
"The USMLE program recommends that, for Step 3 eligibility, applicants should have completed, or be near completion of, at least one postgraduate training year in a US-accredited graduate medical education program that meets state board licensing requirements."

As per above, it is recommended to appear for the exam after joining residency program.

As per FSMB, some of the states have eligibility requirement of 1 month to 3 years of Residency experience before Step 3 exam can be attempted. Ex: NJ,NM,CO,DC,IL,IN,IA,ME,MN,MS,MT,NH,ND,OH,PA,TN,VT ,WA,WY.

I like to know whether IMGs who have passed Step 3 before joining residency program have faced any issues with regard to certification etc if they have joined above states where residency experience is a eligibility requirement.
Please advice.

Now you can take step 3 "in any prometric test center in the United State or its territories". Its exactly written like this on fsmb . org, just checked

New Jersey state:
Post Graduate Training
International Candidates:
Must have completed their six (6) months of post-graduate training in an ACGME, RCPSC, or AOA approved program.

Similarly several other states have individual post graduation training requirements.

Request you to please review above and advice.

well, I took this exam in august 2015 and passed it too (im not a resident). and I really didn't think about this un-necessary stuff...
just register for the exam and take it.. you need to be ecfmg certified to take this.. and that's it.

Yeah, this link seems to show some requirements. But if you enter the fsmb website and check the FAQ session and the eligibility requirements, its really written that you can take step 3 in ANY prometric center within US. Where did you find the link that you just sent? Maybe it is an old information? I don't know, just trying to figure it out

And if you check usmle . org, they have this annoucement:

Posted: October 14, 2013
Updated: October 22, 2014
With the introduction of the restructured Step 3 examination in 2014, the USMLE program no longer requires examinees to apply for Step 3 under the eligibility requirements of a specific medical licensing authority.
All other Step 3 eligibility requirements (i.e., medical degree, passing Steps 1-2, ECFMG certification for IMGs) remain applicable, as do all other USMLE program requirements (e.g., no more than 6 attempts at a Step or a Step component).
Note: Removing state board sponsorship as part of the Step 3 examination application does not impact medical licensing requirements in the United States. Most medical licensing authorities have, and will continue to maintain, specific criteria for completion of the USMLE, such as time and attempt limits. A summary of these requirements can be found on the Federation of State Medical Boards website.
At this time, there are no plans for the USMLE program to impose a minimum residency training requirement as part of the Step 3 eligibility criteria. However, the USMLE program will likely continue to recommend that individuals take Step 3 at or near the completion of the first year of residency training.
