Default No statement of need (J1-visa) will be issued for US fellowships for Canadians

I heard a bad news for Canadians who wish to do fellowships after residency on J1 visa, that Health Canada will no longer give statement of need for full fellowships programs that is required to extend or get new J1-visa. Can anybody who knows about this share their opinion here. Only those canadians who are fully licensed to practise in Canada (which requires Canadian tests plus many other requirements) can get J1 visa for fellowships (under Category C).
Btw, I posted here as it pertains to how ranking is affected due to visa options. Before, one can do fellowship by extending or getting new J1 visa which will no longer be the case with people from Canada

It a good thing, due to limited jobs for trained specialist

Had Canada govt. cared about IMGs, it would not have made it impossible for IMGs to do residency or practise in Canada at first place. Its headache of IMGs to get job and decide where to get trained. Now even thats controlled by Canadian govt.
