What is her chance in matching in 2017?

Hi, friends, it is a question that has been puzzling me for a long time. A friend of mine's educational background is a little complicated. Her goal and package are as the following:

Goal: 2017 residency in family medicine or physical medicine and rehabilitation.
Steps score: Step 1 220, Step 2 CK 220, Step 2 CS pass, all on first attempt.
Licenses: Licensed occupational therapist and acupuncturist in Florida. Certified wound specialist.
Clinical experiences: Clinical experiences as an occupational therapist and acupuncturist for over 3 years. Wound care experience over 3 years. No other observation or medical experiences.
Research: > 20 publications, mainly clinical studies at international journals including one on Annals of Internal Medicine.
Need H1b visa.

So my questions are:
1. what is her chance in matching in 2017?
2. what should she do to increase her chances of matching besides green card application, observation, and taking Step 3?

the problem here is YOG and lack of US Clinical Experience ie doing rotations at hospitals and obtaining LOR. If she wants, she should try to obtain observership in PM&R or FM. She can also try to enroll in USCE by contacting places and see if they will allow her to apply to their program and spend at least 3 months in those related fields. This will allow her to obtain Letters of recommendations in the fields. The biggest challenge here is her YOG and the need for a visa. YOG is a bit old, 7 years out which may be a problem for FM. Not sure about PM&R, but one hurdle for PM&R is that there are very few programs so it may be tough to be able to get any observerships or USCE in that specialty. The only thing she can do is definitely try. Pick up the phone Monday and start calling programs to see if they will allow her to apply for observership or USCE. She needs at least a minimum of 3 months of USCE. Also she should find out which programs are IMG friendly and will allow her to apply being that her YOG is 7 years ago. Good luck and I hope for the best. Also keep in mind for the match, you need a minimum of 3 Letters of Recommendation from U.S. doctors.
