They go as far down the program's ROL as they need to. It all depends on how many residency candidates ranked the program in return and did not Match to another program.

Programs that do not find enough candidates who ranked them in return end up participating in SOAP.

Well, thank for the reply.
you're explaining to me how the match work.
My question was , on average, how far down the program go on their ROL to fill their spots.
let say a community program has 10 spots. do they go down to 40, 50, 100?

NRMP allows programs to rank an unlimited amount of candidates which means Rank Order List length can vary per program, so there is really no way of knowing how long the ROL is per program.

Usually the number can be anywhere from 20 to 70. According to NRMP, programs are most successful when they rank around 70 candidates (around 11 ranks per position available).

To answer where Olivia attempted, according to the most recent the Program Director's Survey (available online thru NRMP PDF) has a page that states the average number of ranks required to fill each open position. The results vary slightly by specialty, but it is around 6 ranks per spot. For example, if the program as 10 spots, the average program would require a rank list of 60 people. As we all know it usually double that number. Hope this helps!

I do understand what you meant by your question. I think I varies a lot between programs and specialties. I was told by one program director that they go down their list to the 50 to fill their 5 spots on the other hand a friend of mine he is a chief resident told me that their program don't go below the 5 rank to fill their 3 spots. So lots of factors : speciality , location , reputation , the strategy used by a program when they put their rank ... Ect .
Even sometimes it may varies from one year to another in the same program.
So I am afraid there is no one answer or one number to answer your question. Unless you go round and I ask each program specifically.

I know that high-tier programs don't go far down on their ROL.
what about new programs. Does anybody have any insight about how far down on their ROL they might go?
I assume new program will rank everyone they interviewed. so let's say they have 15 spots & they interview 10 to 1. so they would probable rank at least 100 if not 150
