Your scores are good enough for Psychiatry. You stand a good chance.

Is the one month observership in psychiatry? Is the US-Lor from a psychiatrist?

P.S. You should pursue Psychiatry only if you are truly passionate about it.

You are interested in Neurology. Your publications and posters are in Neurology. You have a decent step 1 score. You have a good step ck score.

Go ahead and apply to Neurology. Don't doubt yourself.

My suggestions:
1. Get more USCE. Try to get atleast another month before September.
2. Try to obtain one more US Neuro-Lor.
3. Pass step 3 if you need H1b visa.

I am going to be honest. Your scores are not extraordinary. Matching in Neurology will be tough. But definitely doable. You can also apply to Psychiatry as backup ( if you have money for applications).

All the best.

The best list is one that you prepare on your own. I haven't prepared my list of programs yet, as there is still time for the match season to start.

Go to AAMC ERAS 2017 participating residency programs list in June. Go to the websites of each and every residency program in the specialties of your choice and note down all their eligibility criteria.
eg: USMLE scores criteria/ USCE requirements/ Year of graduation cut-off/ visa sponsorship

You need to research yourself. This will take a few weeks, so plan ahead.
