Certificate Sending the LoR myself and Waiving the rights

I have 2 questions considering the LORs and other documents we have to prepare for ERAS. I will have some from Europe and some from the U.S. so I'm not sure how this works (and I ask as this is not mentioned in the other very helpful thread about uploading documents to ERAS):

1. Can I get the LORs myself and then sent them in after printing out the cover sheet?, or should the doctors themselves sent them in? As most of the European Schools start vacation shortly, I want to make sure I actually get them as I'm not sure who's going to be available during the summer months.

2. The whole waiving the rights or not question...., is it really that big of a deal?

Thanks so much for all of your help!
