Default PTAL without SSN?

Hello,
I wanted to apply to California for residency next year. I know one needs PTAL for application and that PTAL has Social security number (SSN) as a requirement. I am an IMG and have no SSN. I want to ask whether there is a way around it where you can still apply to Cali programs with the RECEIPT of the application for PTAL and complete the PTAL AFTER you get residency, when you will have received the US visa and SSN. I have gone through all possible blogs over the internet and there doesn't seem to be a clear cut answer to this.

P.S. I know theres an option of doing research on J1 visa (thereby being eligible for SSN) before applying. But I don't want to get a J1 visa as I know it is next to impossible transferring a J1 to H1B visa in the future (there are various legal sites to back me up on this, so I'm sure of this). So that option is out. Anything else?

I think you are asked for an SSN for PTAL and will be issued one with an SSN.. Hence, I crossed Cali area for a possibility of applying there.

You mean you cancelled the idea of applying to California?

Default PTAL without SSN

Not possible to apply for a PTAL without a SSN. And cannot apply to any residency in California without a PTAL. Most importantly, check which institutions allow IMGs to apply- not all of them do, because they do not participate in helping get a visa.

Cali's PTAL is hard to get is hard to get due to the SSN requirement, but isnt impossible. Therefore most IMG who haven't had SSN cross a possiblity of SSN out from matching there

Thank you veenas that was helpful. There is no hope though from all the replies. If this is the case, most IMG's have a B1/B2 visa and don't have an SSN. That means they have made it impossible for any such IMG to match in Cali. It is really strange that California wouldn't allow any IMG's to practice there.

Not really impossible, IMGs are able to get PTAL if they are:
Us citizen who studied abroad
GC holders
Has a visa immigrant
Or h1B
And other visas who have The ability to get SSN.

But sadly if you arent belonging to those such as b1/b2 only visa hence it will be hard and close to impossible

Hey does anyone know about the average time it takes to get a PTAL issued once you submit all the documents?

SSN with F1 visa is only for people who work on-campus. If you are going for electives on F1 visa you are not eligible for SSN
