Default Applying for Match 2013, need evaluation of my status

hello I am a final year med student and graduate next june studying at the Royal College of Surgeons in Ireland, i did my step 1 last year and got 219 (i hoped for 220+ but what to do). I want to get into IM residency. I am planning to take my step 2 ck July or most probably August and CS Aug 30th. I know my step 1 score isnt great but i think it is also not bad and might be good enough for IM? I am aiming for a higher CK score to compensate. I want to apply for the 2013 match and know that the programs start reviewing application Sept 15. I hope that I will be able to do my CK in time for them to receive my scores within that date. I talked to a program director that visited our college from Boston and said that they only view steps 1 and CK scores earlier than CS and just want a pass because this year the CS scores will be sent out later than Sept 15. Lets say I did my CK after mid August, the scores should take around 3 weeks which means up to mid Sept, that is good correct?
I know US clinical experience is important, I secured an elective for July at Mayo clinic and waiting for a reply from a uni for an elective in August. If i dont secure August ill try for Sept. I want at least 2 months of experience. Should I just apply for Sept even though the application starts then and I wont have an LOR from that elective in time?
Till now i dont have contacts that can help me in the US and I am a Canadian citizen without a Green Card.
From what I know, me applying early before graduation is an advantage for me correct? I just want an insight and opinion regarding how competitive I am for an IM spot. Most ppl say I can be if i score high on my CK. thank you

The average matching Step 1 score for non-US seniors in 2011 was 225.
Not having a CS will be a negative for your application. CS is just pass/fail - no scores - as far as I know.
Not having three LOR's will make you application incomplete, which may be an excuse not to grant you an interview. Programs try to fill their interviews slots as early as possible.
I don't know, it might be a bit of an uphill struggle.
Perhaps waiting a year is better. You could do Step 3, get more clinical experience, try to make contacts. Applying for residency a year out from graduation is no real handicap.
