Default Unwaived US (same specialty) or Waived Foreign (different specialty)

Hello guys,

I am applying for IM as well as Neuro and would appeciate your assistance on this matter.

I have a LOR from a US IM physician which the doctor informed me she cannot uplaod for me so unfortunately it will have to be unwaived. The letter itself is not bad but also not the best. She mostly mentioned what she had me do rather than my strong points other than "enthusiastic to learn etc..)

Anyway, it is my only IM letter as the others are from cardio and neuro. I have one slot left for LORs for both IM and neuro programs.

Should I be uploading this letter for IM programs or a waived foreign letter in emergency medicine which is probably well written but will take a few days to be uploaded?

And how about neuro programs? Will the IM letter be appropriate here or should I wait for the waived foreign letter in emergency medicine as I already have one US neuro LOR.
