4 to 6 weeks before September 1st

ideally when shud i send these documents so tht they r ready for the programs...i mean the dead line
The ECFMG this year said that it would take them 4 weeks before they can process your documents. So if you are in USA then the dead line is 5 weeks before September 1st. If you are outside USA (mail taking longer) then it's probably six or more weeks before September 1st.

This is of course "ideally" speaking. In reality, many applicants don't get their documents processed by September 1st.

If you have three now send them

It won't make a difference if you send them all once or separately one after the other. Because your last one is the one that finishes the task anyway.

However, if what you have ready right now is enough (meaning 3 LoRs) then yes send them right now and any extra LoR that gets ready later you can send it later.
