Question YOG- When do they count it?

Guys I have an issue. I graduated Nov 2010 and won't be applying till next year Sept 2013 for the 2014 match. Do they count how many years after graduation at time of application or at time when we enter residency because if it's at time of application, then I don't yet meet 3 years. However, if they count at time of interviews-i'll be right there (3 years exactly!!). Or if they count it beyond that, like for example, when one enters residency, then it'll be 3.5 years.

I'm freaking out!!! Help needed.
