Help same program but different tracks

hi. need info.
i know that applying to both categorical & preliminary track on the same program would hurt your application.
but what about categorical & primary care track on the same program. would it ruin your application?

wow!
i had no idea that applying to both categorical and prelim in the same program hurts a person's chances. in fact to the contrary one program coordinator i spoke with told me to apply to both!
so please who is right
