Question Criteria in certain programs - confused

"Have a full and unrestricted license to practice medicine in a U.S. licensing jurisdiction in which they are training"
Does this mean must have step 3????

yep. must have step 3 before going into PGY2 (some PGY3) & acquire full state license.
most residents (AMGs, IMGs) don't have step3, one is issued state temporary license upon start of PGY1..

the temp license (along w/ immunization & other employment stuff) is what you will work out after you get matched.

I think dr.JPRizal might have given a confusing answer.

That statement wont apply to you. A full and unrestricted license is given to an MD once they have been certified by the licensing board (after US residency training).

That statement may apply to individuals who are pursuing a residency, while they are already board certified.
