Question Should I apply now or after taking Step 2 CK

So this is my story, I graduated in 2010 scored 208 in Step 1 and cleared CS in first attempt, I am scheduled to take Step 2 CK somewhere between Sep 28th - 1st week of October. I have 3 letters for clinical electives in the U.S and have a green card. I understand I have a low score on step 1 and the chances for me getting interview calls if I apply before getting my step 2 result (hopefully will get a much better score) seem pretty low. Would my chances be even lower if I waited till end October - early November to apply with all 3 scores and being ECFMG certified. Need your advice, Thanks.

Yeah I was leaning a bit on that side my self, so I guess I'm gonna have to take a break from studying and start researching on finding some programs that are IMG friendly and don't have very high standards in terms of scores. Do you have any list of such programs?
