Default how better is 4 LOR instead of just 3?

the 4th would be a non-US big guy from my university who is my PhD mentor.
all 3 others are US LORs. should I postpone my application 1 week to wait for this 4th one?

Default my take

my 2 cents on this...
each program requires only 3 lors .. they 'll ideally reject an application only if it doesnt meet the set requirements of 3 LORs ... the 4th lor is in addition to support your application. it'll help you with interview but will not be extremely important in getting you an interview..

its just my take on the issue... i would go on to say you can apply with 4 US LORs if you have..
