Yes. Finalize the letter and assign it to programs. If they download your doc.s, they can realize that the letter is supposed to come. When it gets to the postoffice, just email the programs/program coordinator and let them know that the letter is available.
This is what I am doing.

Good luck!

Do they automatically get a notification when it becomes available or do we absolutely need to email PDs? With so many programs that we're applying, it might be hard to keep track of that info..

Most PD's start reviewing applications after 1 week ie I week from 15th September. If your LOR gets uploaded by then, its safe to assume that it goes for their review....but as it is so crucial and critical matter for the career that still it would not be a bad idea to mail them and letting them know that LOR is now available.
Having said that if they have not reviewed till that time then your LOR will be automatically downloaded for them to see.

hey i have applied too, i assigned 3 LORs BUT MY 4th one is still not available in post office. will probably get uploaded by the end of this month. I also have the same question, will they reject the application just b/c of that, I mean I still have the minimum no. of LORs there!!!
and regarding the email once its uploaded, we can see the ADTS & those programs that havent downloaded yet, we can just email them only. Right???
plz moderators correct me if I am wrong.

No harm in finalizing the LOR now.

When did you upload the third one?
Ideally you should wait before applying without 3 LORs,incomplete applications are mostly filtered out.
Contact ERAS immediately and ask for the status of your LOR.
