Info What is SOAP?

Hi guys, I have read all the available info about SOAP and still did not get one thing:
Do the programs with unfilled positions consider only those applicants who applied to their program through the main Match (those who have been interviewed?) or any unmatched applicant may apply to any unfilled program regardless of where they applied before?
Do the programs conduct new interviews for SOAP applicants?

Programs can match any unmatched applicant even though that applicant did not interview with them.

In fact, it's less likely they'll match applicants whom they interviewed because those whom they interviewed and went unmatched and the program still has unfilled position this means they did not rank those applicants! When a program does not rank somebody whom they interviewed means they really don't want that applicant whatsoever even during SOAP matching.

The only condition to be able to participate in the SOAP is that you should have participated in ERAS and applied to at least one program.

Because SOAP goes over few days there's actually no time to interview the applicant face to face but they usually do a phone or Skype interview.

Did I understood it right that during the SOAP period the unmatched applicants receive one offer every 2 hours which they accept or decline until they get what they want?
Is there a possibility to filter the offers by i.e. location or specialty?

Am not sure about that really, I think what you said is correct.
I don't have experience in the actually SOAP process.

yes you receive 1 program per cycle (2hrs) but it is not a guarantee that in every cycle a program would offer you. first 2 hrs, you might get one, but when you decline it, you might not get any in the next or succeeding cycles. or if you declined the first, you might get a better offer.
so it is both a gamble to decline or to accept.

not that i know of. it comes as a "take it or leave it" offer.
it basically works like a prematch (one may be offered at this program but not in the next program) for unfilled positions but formally done via nrmp & only after all positions are filled thru the match.

I probably do not understand it again.
I.e. if I need a prelim IM position why do they want to offer me categorical in Psychiatry or Pathology? I will definitely decline them, will lose one cycle and someone else who dreamed to become a psychiatrist will just accept a prelim IM spot being afraid not to match at all??
Looks really stupid. I do not understand why do they do it so complicated.

you only get potential offers to programs you applied. not to every unfilled position.
