Question ADTS and the meaning of the downloads

I have a question. If I recently uploaded a new LoR, and programs download it, does it mean that they are still reviewing my application or do they automatically download it just because they have to?
I noticed that a program that sent me a rejection letter last week, downloaded the new LoR yesterday.
So... Does that mean that even though the programs are not interested, they will continue to download documents as they become available?

And how can we interpret this from the programs that have been silent so far? I'm really confused because now, I have been guiding myself by programs that download applications as a sign that they are interested/reviewing the application, but after seeing that, I don't know what to think anymore...

Should I e-mail PCs to let them know of this new LoR or should I let nature follow its course?

Some and I would say most, program their system to automatically download any changes in your application (daily, every 2 days, every one week) every program is different.

There are some programs that have not retrieved new docs, so that makes me think that they are no longer interested. But for the ones that have downloaded new documents, should I email them anyways? I don't want to think that I've been filtered out and that I won't get more IVs

My last LOR and the most important one, just got uploaded to eras last week, after that.. took around 4-5 days after most of them downloaded it, after this last LOR many invites came. So I think they read them. I did not write to any of them, they are busy.

Hey George, thanks for your quick replies

I wanted to clarify that at the time I submitted my application, I only had 1 LoR uploaded. Then, the other one several days later. And yesterday, the final 2 were uploaded. So, my worries come by having applied initially with just one LoR.
You said that your last LoR was uploaded last week, but I wonder if you applied with the minimum of 3, because I did not. And that is why I worry about having been filtered out

Regarding your question, I did apply with 3 waived LORs but I applied late, 15 days after Sept. 15th. And yes, my last LOR was the 4th.

I your case, you can only wait. I don't think you where filtered, I just think they will take a look at your app once it's complete, or they might be waiting for your LORs. Invites are still coming for everybody, just wait and pray. You can call, but this is something I wouldn't do myself, because I just think in common sense, this persons are so busy reviewing thousands of applications. But it's up to you, there is no right or wrong here.
